Description

The Missouri Nurses Association is partnering with other organizations across the state to examine the healthcare crises in Missouri. The event will be a time to review strategies for addressing healthcare access issues in Missouri with a focus on APRNs. Healthcare professionals and Legislators will be in attendance to share their views. There is no cost to attend this event at the Harry S Truman State Office Building located at 301 W High Street, Room 490-492, in Jefferson City!

Keynote Speaker

Edward Timmons, Ph.D.

Director of the Knee Regulatory Research Center

Dr. Timmons is a Service Associate Professor of Economics and Director of the Knee Center for the Study of Occupational Regulation at the John Chambers School of Business and Economics at West Virginia University. He completed his Ph.D. in Economics at Lehigh University. His research has been published in scholarly journals including The Journal of Law and Economics, The Journal of Regulatory Economics, The Journal of Labor Research, The British Journal of Industrial Relations, Health Policy, Monthly Labor Review, and Nicotine and Tobacco Research. His research has been heavily cited by the popular press, by the Federal Trade Commission, the Obama White House, and also in a Senate hearing entitled "License to Compete: Occupational Licensing and the State Action Doctrine."

He is regularly asked to provide expert testimony in state legislatures across the US on occupational licensing reform and the practice authority of nurse practitioners.

He has also authored numerous articles in the popular press in publications including Harvard Business Review, the Philadelphia Inquirer, US News & World Report, The Hill, the Washington Examiner, the Tampa Bay Times, the Dallas Morning News, the Louisville Courier-Journal, the Detroit News, the Virginian-Pilot, the Tennessean and the South Florida Sun Sentinel. In May of 2014 he worked as a visiting research fellow at the Collegio Carlo Alberto in Moncalieri, Italy. He is a Senior Affiliated Scholar at the Mercatus Center and a Senior Research Fellow with the Archbridge Institute.

In his spare time, Dr. Timmons enjoys spending time with his wife (Nelly) and his two sons (Warren and Francisco), traveling, cooking, and closely following his beloved New Orleans Saints.

Provider Panel

Jaryn Black, FNP-C

Jaryn Black, FNP-C is a board certified Family nurse Practitioner through the American Association of Nurse Practitioners. She achieved this certification in January of 2020 following completion of her Master of Science- Nursing at Maryville University in St. Louis, MO. Following this certification Jaryn began working for Blessing Hospital in Quincy, IL as an emergency room nurse practitioner. Prior to this Jaryn spent 7 years working as a registered nurse in multiple areas. Jaryn received her Bachelors of Science in Nursing from the University of Missouri- Columbia in May 2013, she also received a Bachelors in Health Science with minor in business from the University of Missouri- Columbia in May 2012.  Following her completion of nursing school Jaryn worked at the University Of Missouri Hospital in the Neurology/Neurosurgery floor for nine months prior to transferring to the Neonatal Intensive Care. Jaryn then traveled as a Neonatal Intensive Care nurse for 2 years before returning full time to rural central Missouri where she worked as an adult Intensive Care Unit nurse. Jaryn returned to the University Of Missouri Hospital to work in the Emergency Department in early 2018.

When Jaryn is not working she enjoys traveling with friends and family, spending time with her nieces and nephews and helping her father on his small hobby cattle farm. Jaryn enjoys being active in her home community of Chillicothe, Missouri and supporting community events.


Cindi Hollis Keene, PMHNP-BC & FNP-BC   

Dr. Cindy Hollis-Keene has over twenty years of healthcare experience and is a doctoral-prepared, dual-certified Advanced Practice Nurse. She is board-certified in Family Mental Health and Family Practice. She completed her doctorate training at Chamberlain University, Chicago, Illinois, Mental Health / Psychiatry training at the University of Kansas, Kansas City, Kansas, and Family Practice education at the University of Central Missouri, Warrensburg, Missouri. Dr. Keene’s doctoral research involved the importance of positive sleep hygiene interventions and practices.

Additionally, she has completed several professional poster presentations and presented at many conferences. She is currently working on articles for publication. Lastly, she has been providing advanced practice care for the past fourteen years, with experience encompassing a variety of settings. Professionally, she belongs to her local and state APRN organizations and other national organizations and is currently the elected Missouri AANP state representative.


Marcy Markes, APRN, FNP-BC, AE-C

Markes is an  Advanced Practice Nurse specializing in allergy and asthma care for over 20 years. She is a Certified Asthma Educator and Board Certified Family Nurse Practitioner.


Elise Pilger, DNP, AGNP-C

Elise graduated with her Bachelor of Science in Nursing in 2011 from Creighton University. She worked as a registered nurse in both the intensive care unit and dialysis setting before entering graduate school. In 2018 she graduated with her Doctor of Nursing Practice (DNP) from Creighton University.

Elise started her career as a nurse practitioner serving geriatric and nursing home patients. She then began working for a urology practice in 2021 where she discovered her passion for female pelvic health and bladder dysfunction. In late 2022 Elise formed her own limited liability corporation and joined her friend and mentor in a primary care practice. She now practices both primary care in Boonville, MO and urology in Jefferson City, MO.
